Paul Behrman

Paul Behrman is an administrator and human services advocate with expertise in leadership, management, strategic planning and organizational development, and a passion for working with people and systems to improve the lives of children, families and low income people.

Since 1999, Paul has been the Director for Champlain Valley Head Start in Northwest Vermont, where he oversees systems and services for Head Start and Early Head Start programs serving over 350 children and families.  Since 2000, Paul has served as Chair for the Vermont Head Start Association.  Throughout his tenure, Paul has also served in a variety of consultant and mentor roles in initiatives at the Federal, state and local level.

At the National Head Start Association (NHSA), Paul served on NHSA’s Performance Standards Revision Workgroup, and was selected as national lead for the regulatory framework for systems and services around Family and Community Engagement. Mr. Behrman was one of seven national leaders as part of NHSA’s State Engagement Leadership Group, and is a Member of the NHSA Monitoring Redesign Task Force.

At the State level, Paul served on the Vermont Governor’s Office, Blue Ribbon Commission on Financing High Quality, Affordable Child Care, and led the Quality Subcommittee in development of a framework for high quality early care and education programs. He served as a Board member of the Vermont / New Hampshire Head Start Training and Technical Assistance Advisory Board sponsored by the University of Massachusetts Donahue Institute, and as a member of the State-level Process Management Team, facilitated by VT Dept. for Children and Families, for the Vermont Early Childhood Program Licensing Regulations Revision Project.

Mr. Behrman worked as an attorney on Federal Indigent Defense Panel criminal appeals, and provided pro bono work, on behalf of low-income clients in cases governed by Federal Sentencing Guidelines, and has argued and won cases before the U.S. Court of Appeals for the 9th Circuit.

Paul was a Johnson & Johnson Management Program Fellow at John E. Anderson Graduate School of Management at UCLA in 2004.  Paul received a Juris Doctorate degree from UCLA School of Law in 1991, and Bachelor of Arts degree in English and Communication from State University of New York at Albany in 1988.
